I wonder if you are able to help with several problems we are experiencing with Headley Park. I will start with the most recent of these:
1. s.38 of the CA 2006 makes it illegal to damage the surface of a common without consent of the SOS. Notwithstanding they have taken a digger to Broxhead Common CL147 and in so doing have annihilated all signs of an ancient highway which runs between earth banks from the entrance to Headley Park along their boundary to Common Cottage. I submitted a claim in October 2009 to upgrade this path to a restricted byway. The claim number is 1036. Now this historical landscape feature has been bulldozed.
In addition this in no way meets with the enhancement or conservation of the natural beauty of the land.
They have singularly failed to promote the enjoyment of the countryside by the public.
2. Barbed wire fencing has been erected across the common land opposite the Headley Park Rifle Range. This is once again without application under s.38 CA 2006.
3. Opposite the entrance to Headley Park on the highway verge, a large sign has been erected. This was nearly the cause of an accident recently when passing cars forced horse and riders on to the obstructed verge only to find they were obstructed by it.
4. Along Cradle Lane adjacent to Baigents Hill, steps have been erected up the bank of the highway. The handrail projects into the carriageway and presents a health and safety problem.
Once again no permission for the steps has been sought.
I have attached photos of these problems and wonder if there is anything you can do to help.
I have also copied to Pat Heritage, Enforcement EHDC and Graham Oakley, Highways EHDC in the hope that they will help.
